    ЮжНИИМФ считает невозможным обеспечить прорывной рост в судостроении в текущих условиях

    По мнению ученых, нужно изменить кредитно-денежную политику и дополнить госпрограммы развития

    АО «Южный морской научно-исследовательский и проектно-конструкторский институт имени Адмирала Флота Советского Союза И.С. Исакова» (ЮжНИИМФ) считает невозможным обеспечить прорывной рост в судостроении в текущих условиях. Такое утверждение содержится в выводах сделанного учеными института обзора новой редакции Морской доктрины России.

    «Для обеспечения полноценного суверенитета РФ в области морского транспорта требуется достичь состояния судостроительной промышленности и гражданского флота времен позднего СССР (70-80 гг. XX в.). Учитывая огромный размер требуемых инвестиций и высочайший уровень планирования, такую задачу возможно решить только государственными ресурсами. Служебно-вспомогательное, маломерное и спортивно-парусное судостроение может развиваться с привлечением частных инвестиций только после появления условий, позволяющих получить длинный (5-10 лет) и дешевый (2-3% годовых) целевой кредит под развитие производства. В существующих условиях, при ограниченности государственных программ развития отрасли и текущей кредитно-денежной политике, обеспечение прорывного роста гражданского судостроения невозможно в принципе», ‒ говорится в выводах института.

    В то же время в выводах подчеркивается, что в новой Морской доктрине РФ, как и в предыдущей ее редакции, в целом верно и в достаточном объеме определены приоритетные направления и задачи развития.

    Президент России Владимир Путин 31 июля 2022 года подписал указ об утверждении Морской доктрины РФ. Документ вступил в силу с момента подписания, прежняя Морская доктрина признана утратившей силу.
