    Vostochny Port: Phase 3 is coming

    Vostochny Port JSC is about to complete the construction of its Coal Terminal’s Phase 3. The facility will be put into operation in 2017. Implementation of the project will let increase the annual throughput of Russia’s largest coal-focused stevedore by 20 mln t to 39 mln t of coal.

    The third phase of Vostochny Port’s coal terminal is a sort of a mirror reflection of its existing coal handling facilities. The area of almost 54 hectares including a reclaimed land will have the required railway infrastructure built from scratch. There will be four storage facilities equipped with two stackers and four reclaimers. Total storage capacity will be about 800,000 t of cargo. Like the existing complex, the third phase will have a defrosting facility for up to 80 open-top wagons, conveyor system and two tandem wagon dumpers. A deepwater berth able to handle vessels of up to 180,000 t in deadweight will be equipped with two ship loading conveyors.

    By today, land reclamation works have been completed – bank protection and dredging operations have been performed. Utility lines including drainage pipes and conduits for warehouses’ dust suppression system have been laid. Face walls surrounding the territory of storage facilities and framing of waste water treatment facilities have been built.

    Vostochny Port JSC and Managing Port Company LLC pay special attention to environment protection. Therefore, the works on introduction of eco-equipment is underway long before the Phase 3 is put into operation.

    In summer 2015, Vostochny Port started to receive the components of specialized equipment intended for Phase 3. New cargo berth had been built for that purpose.

    Under the project, Vostochny Port JSC considered independent financing of private and federally owned infrastructure facilities at Nakhodka-Vostochnaya hub. Vostochny Port shareholders approved private investments into construction of the federally owned infrastructure at Nakhodka-Vostochnaya station, one of the largest cargo stations in Russia. This modernization allows for boosting its capacity by 20 mln t required under Vostochny Port’s Phase 3 project.

    According to specifications of Russian Railways OJSC, two railway yards will be built near Vostochny-Nakhodka station. One of them is subject to nonrepayable transfer to Russian Railways under the agreement on connection to the main railway infrastructure. This project is estimated by the stevedoring company at about RUB 25 bln.

    Vostochny Port specializes in transshipment of Russian coal mined in Kuzbass. The company’s large scale investments into transshipment facilities are secured with long-term contracts for coal exports.

    When speaking at the Eastern Economic Forum, Anatoly Lazarev, Managing Director of Vostochny Port, said that the third phase of the coal terminal will generate 450 new jobs and will feed the country’s budget with RUB 2 bln per year. According to him, the project has been implemented by 50%. Total investments into the project are estimated at RUB 20 bln, entirely made by the Company shareholders. Most of the resources will be spent for equipment procurement. It is supposed to be the most environmentally friendly coal terminal at port Vostochny.

    Within the framework of the Eastern Economic Forum, Vostochny Port JSC signed a number of agreements with leading manufacturers of specialized equipment and Russia’s largest coal mining companies. MoU signed with Marubeni Corporation (Japan) is to strengthen the cooperation of the two companies and the two countries in order to build up the exports of Russian coal to APR states including Japan. The MoU was followed by signing of an agreement on supply of two ship loading conveyors for the third phase of Vostochny Port’s coal terminal.

    Besides, the Company signed agreements on cooperation in organisation of cargo (coal) transshipment and railway transportation, improvement of cargo handling technologies, transportation and data exchange with SUEK JSC and Coal Company Kuzbassrazrezugol OJSC. SUEK is going to direct to Vostochny Port part of its export coal flows from the stations of Khakasia, Buryatia, Transbaikal and Khabarovsk Territories, etc. Kuzbassrazrezugol will direct its coal from Yerunakovo, Razrez, Bochaty, Belovo, Latyshi, Tyrgan, Sarbala and Cherkasov-Kamen stations up to 2030.

    Vostochny Port commenced the construction of its Coal Terminal’s Phase 3 in 2012. Being a reflection of the existing Specialized Coal Terminal it will let boost the Company’s annual throughput to 39 mln t by 2020.

    In 2014, Vostochny Port JSC was acknowledged as the “Best Stevedore” in Russia and as the “Company of the Year” in Primorye. The Company is among the key taxpayers in the region. It is included into the register of Primorsky Territory’s corporate citizens.

    Managing Port Company LLC is the sole executive body of Vostochny Port JSC.
